Who are the members of the Dairy Task Force (DTF)?
     The Dairy Task Force is comprised of market oriented, private sector leaders and government officials who are capable of advocating and leading the implementation of policy changes and action plans that will be critical to increasing dairy sector competitiveness in Kenya. It includes but not limited to representatives from: Kenya Dairy Board, Ministry of Livestock and Fisheries Development, Kenya Bureau of Standards, Kenya Dairy Processors Association, Nakumatt or Uchumi Supermarkets, Milk Producers and Traders Association, Ministry of Cooperative Development and Marketing, Kenya, Kenya Dairy Producers Association, and Export Promotion Council, development organizations like EADDP, SITE, Technoserve, HPI, Kenya Feed manufacturers Association, KEBS

How do I become a member?
     You apply to the PS Livestock development and a copy to chairman of the DTF  indicating your activities in the sector and possible contribution to the sector.

What is the role of the DTF?
     It is a voluntary membership and serves as a forum through which leaders and innovators will come together, forge a common vision, set measurable targets and benchmarks for the industry, build consensus, and facilitate the implementation of program initiatives through public-private partnerships.

The DTF is tasked to develop a Dairy Sector Competitiveness Action Plan. This Action Plan will outline a strategy to mobilize stakeholders within the dairy value chain into coordinated initiatives to improve sector competitiveness at the industry level. It is anticipated that the Action Plan will address a range of key questions, issues, challenges, and opportunities facing Kenyan dairy and will identify both industry-level, action-oriented policy research priorities, and market-based solutions to industry constraints.

The DTF determines which Action Plan initiatives are of greatest priority and to leverage the necessary resources to implement the full range of recommendations, comprising both enterprise-level and industry-level interventions.

The Task Force will be expected to lead policy dialogue and advocacy efforts, with technical input and support from Land O' lakes and other partners. The Task Force will work closely with the Parliamentary Agriculture Committee and other government structures to fast track policy reform initiatives
Am an institution contributing to development in the Dairy sector, how can we partner/benefit from KDSCP?
     A number of institutions and associations are underperforming due to limited resources, weak institutional capacity, and/or poor marketing of services to the industry. Land O'Lakes will engage local expertise wherever possible, through the KDSCP Competitive Grants Program, to conduct targeted training and/or individual consulting services for industry associations in the areas of governance, financial planning and sustainability, membership recruitment-including gender and youth mobilization and service delivery strategies-and provision of value-added member services.

Land O'Lakes will also facilitate the provision of targeted technical assistance to dairy-specific institutions, using a competitive tender process, to support initiatives that strengthen their long-term sustainability. Initiatives might include training management and key staff on strategic planning and financial management and the development of strategic, business and/or marketing plans. To ensure its demand driven, there will be cost sharing of the expenses.

Both dairy and non-dairy specific institutions, especially those engaged in technical and policy research can benefit from Business Innovation Grants.

Land O'Lakes will conduct a rapid Needs Analyses to better understand the strengths and weaknesses of each SBO, identify enterprise-level constraints to increased competitiveness, and assess each organization's potential to supply significant quantities of high-quality milk to the market.

The Needs Analysis will be used to create and/or update existing SBO Business Plans. Local consultants will be subcontracted under the Competitive Grants program to conduct business plan development training seminars and provide consulting support for those SBOs who may not have a business plan. SBOs will be expected to cost share on training and consulting services.

I am a service provider in the Dairy sector. How can l get support/benefit from KDSCP?
     To build robust, sustainable BDS markets, KDSCP will utilize a number of BDS facilitation mechanisms including: business to business linkages, business innovations grants, BDS facilitation services, embedded service delivery, value chain financing and capacity building of BSPs.

Selected training institutions and/or firms will design training workshops and seminars for business service providers which will cover topics such as business planning, financial management, embedded service delivery, marketing, after-sales service, gender/youth in business, and sustainable natural resource management practices.

Technical capacity building and refresher courses on industry best practices and innovative technologies will also be offered. Women-owned BSPs will be specifically targeted and supported. The training organization(s) will be expected to generate fees from the workshops and continue to conduct them on a sustainable basis beyond the life of KDSCP.
I am Facilitators in the Dairy Sector how can I partner with/benefit from KDSCP?
     Development and piloting of more complex BDS services arrangements that require the integration of multiple partners and services will be done and innovative solutions may include the bundling of inputs and embedded services which are financed by a local bank, MFI or SACCO through a guarantee and repayment scheme with a processor and/or SBO.

Successful examples of these integrated service solutions often require a neutral facilitator to lead the negotiation process among interested parties: processors, SBOs, inputs and/or service providers, and financial service providers. BDS Facilitators will be contracted to promote embedded service delivery with SBOs and processors.

KDSCP will develop or capacity building relevant Facilitators in the dairy sector on Market approach to BDS provision to avoid market distortion.
We need funds for start /expansion, how can KDSCP assist?
     New and innovative financing arrangements for the dairy sector will be promoted, including financial products targeting BDS providers and BDS consumers. Examples of innovative financial services include K-REP micro-leasing and biogas financing, targeted sector lending by Equity Bank and Coop

Bank, factoring products to increase cash flow to purchase input supplies, equipment leasing, insurance products, and third party credit facilities accessible through dairy processors. New financial products and services will be market-tested through Business Innovation Grants.

Best practices for BDS financing, especially those that increase women's access to financial services, will be identified and promoted through Business Innovation Grants and BDS Solutions Events, and will be made available to the industry through the KDSCP Web site.
