Cooperatives Performance Assessment and Action Planning

This report presents the results of the capacity assessment and action planning for 57 Smallholder Business Organizations (SBOs). The assignment was commissioned by the USAID-funded Kenya Dairy Competitiveness' Program (KDSCP) and implemented on its behalf by the Spantrack Consultants. The objectives of the exercise were: identify strengths and weaknesses of each farmer group; develop strengthening interventions by farmer group; assess performance and capacity building needs across farmer groups and milk sheds to enable scheduling of joint training programs for cooperative representatives and/or the use of other cost effective approaches; and establish baselines for future monitoring of the program strengthening initiatives.

Cooperatives Performance Assessment and Action Planning

Dairy production is a major activity in Kenya’s livestock sector and an important source of livelihood for nearly a million small-scale farmers. With an average national family size of about six persons, the sector supports nearly 5 million Kenyans who rely on daily income from milk sales. The industry is one of the most developed in Kenya with estimated annual revenue close to $2 billion, and contributes between 6-8% of GDP. The economic development and employment opportunities created by increased milk production, improved marketing channel efficiency, and greater consumer demand for affordable dairy products are enormous. Increasing effectiveness and developing an efficient dairy marketing and support system through the dairy Small Business Organizations (SBOs) for smallholder farmers is therefore crucial in achieving the twin Millennium Development Goals of reducing poverty and ending hunger in Kenya.

Commercial agriculture and dairy farming in the Kenyan economy have attracted a wide array of commercial business service providers (BSPs) that have the potential to meet the vast majority of service and input requirements demanded by stakeholders at key points along the dairy value chain. In the past, government, donors, and NGOs have subsidized the costs of many of these business development services, including farm extension services, and animal health and breeding services and inputs; distorting commercial markets. Today, few of these subsidies remain, although some services, especially farm-level extension services, are still subsidized to varying degrees. The Draft Dairy Policy of 2006 calls for further privatization of services including breeding, veterinary and extension services and promotes the use of embedded services by cooperatives (i.e., SBOs) and processors.

Over the years, several development partner-funded programs have played various roles in spurring growth in the Kenya dairy sector.

Rapid Assessment And Categorisation Of Dairy Subsector Associations

The USAID Kenya Dairy Sector Competitiveness Program (KDSCP),is a 5-year effort to improve Kenya’s dairy industry competitiveness, implemented by Land O’ Lakes, Inc. (LOL), with the financial and technical support of the United States Agency for International Development (USAID). KDSCP recognizes industry associations as key to the success of the dairy sector. They are fundamental for policy, practice and regulation, protection of environment and the development of better services in the dairy value chain. Earlier studies in the sector recognized that the associations needed to be further evaluated to identify their specific roles, opportunities and constraints.

The study methodology included literature review, stakeholder consultations, questionnaires, and key informant interviews, case studies, structured interviews with managers of two major dairy projects, public institutions and service providers. In addition, the study team used gender analytical tools to identify gender disparities across the dairy value chain. These tools were supplemented by focus group discussions and observations.
