The basis of cooperation between KDSCP and local facilitators and providers will be contracts or grants issued to the winning bidder whose proposal gets selected after issue of an RFP. The issuing of RFPs will be standardized, transparent, straightforward, and yet specific. An RFP will provide background information on the dairy value chain constraint, an overview of the objective, an intervention synopsis, deliverables/proposed indicators, timeframe, and projected cost for the activity.
RFPs will be openly competed to any local facilitator or provider with an expressed interest in addressing issues along the dairy value chain. Facilitators or providers will be required to register with the program in order to respond to an RFP. The registration process is designed to enhance efficiency and reduce the administrative burden during evaluation.
Facilitators or service providers will be invited to register with the program through advertisements in leading local and regional newspapers, the KDSCP website and postings with business associations and donors. KDSCP will keep registration of facilitators or service providers open throughout the life of the program and will continuously seek new members for registration.
All facilitators and providers who successfully register with the program will have their details entered in an information database. Market facilitation proposals will be reviewed and selected within a 14 day period from the submission deadline. Selection will be done by a review committee chaired by the KDSCP Grants Manager and reviews will be made on the basis of scoring criteria designed for each RFP.
